Now, along with a host of technologies including synthetic biology, robotics and quantum computing, a wave of extremely capable and rapidly developing AI is beginning to emerge. What, when we founded DeepMind, seemed quixotic has become not only plausible but seemingly inevitable.

As the creator of these technologies, I believe they can generate an extraordinary amount of benefits. But without what I call containment, every other aspect of a technology, every discussion of its ethical shortcomings or the benefits it might bring, is inconsequential. I see containment as an interlocking set of technical, social and legal mechanisms that restrict and control technology, operating at all possible levels: a means, in theory, of evading the dilemma of how we can maintain control of the most powerful technologies of the history. We urgently need irrefutable answers on how to control and contain the coming wave, how to maintain the safeguards and possibilities of the democratic nation-state, fundamental to managing these technologies and yet threatened by them. Right now no one has a plan like that. This indicates a future that none of us wants, but I fear is becoming more and more likely.

In the face of immense entrenched incentives driving technological advancement, containment is not, at first glance, possible. And yet, for the good of all, containment has to be possible.

It would seem that the key to containment is skillful regulation at the national and supranational levels, balancing the need to move forward alongside sensible security restrictions, encompassing everything from tech and military giants to small university research groups and startups, united in a comprehensive and executable framework. structure.
