Bangkok’s heat index reached scorching levels 51.9 degrees Celsius at the end of June, capping a series of danger zone measurements that began in April. For residents, it was just another humid day. But for policymakers and city leaders, including newly re-elected Bangkok Governor Chadchart Sittipunt, it is another wake-up call about the dangers of the heat.
Higher temperatures change the way a city functions: People can no longer work outdoors for as long, companies spend more on cooling, and tourists stay away during the hottest months.
Bangkok and other rapidly warming cities across Southeast Asia are already preparing for a hotter future. But it’s expected to get a lot hotter: the average daily maximum temperature in Bangkok is expected to rise to 100°C 38.1 degrees Celsius by 2050of 33.3 degrees Celsius Back in 2000. It would be the steepest predicted rise of any major Southeast Asian capital. The ASEAN Center for Energy expects the number of “extreme heat days” – this at temperatures above 35 degrees Celsius, this would almost triple to 120 per year by the middle of the century.
According to the World BankA one degree Celsius increase in Bangkok’s average temperature could result in more than 2,300 additional heat-related deaths per year, more than 44 billion Thai baht (US$1.3 billion) in lost wages due to reduced labor productivity and around 17 billion baht (US$509 million) in additional electricity costs.
Tourism, manufacturing, agriculture and construction – the sectors that make up much of Thailand’s economy – are particularly at risk. Field workers are losing productive hours, companies are faced with rising cooling costs and heat is increasingly threatening the city’s competitiveness as a place to live, work and visit.
The economic damage from the high temperatures will undoubtedly be the focus of heated discussions – and robust air conditioning – at the 2026 International Monetary Fund and World Bank Group meetings in mid-October, being held in Thailand for the first time since 1991.
It must be said that Bangkok does not stand still. As part of its Urban Heat Management Framework, the The Bangkok Metropolitan Administration has set up more than 300 cooling centers, set up hydration stations and heat health advisories, and identified 379 heat risk zones to guide emergency response.
But today’s emergency measures may not be enough to keep pace with tomorrow’s climate. Cooling centers can provide relief during a heat wave, but are not a systemic, long-term solution. They do little to lower temperatures the following week or year.
As extreme heat events become more common, resilience will depend less on a city’s speed of response and more on the quality of its planning long before temperatures reach dangerous levels. This means that we no longer react to heat, but rather react to it.
The first priority is to better direct long-term investments where they are needed most. The World Bank finds that Bangkok’s expanded cooling initiatives are not helping its hottest neighborhoods because detailed microclimate data is not fully integrated into planning.
Singapore’s Digital Urban Climate Twin offers a possible approach. This allows planners to test measures such as tree planting and ventilation corridors before allocating public funding to a project.
The tool has already quantified what was once just common sense: the cooling effect of a single park can extend to a radius of 300 meters, which is important in a city where the urban heat island effect can increase temperatures by up to seven degrees. (Still, researchers warn that planting too many trees leads to lower or even counterproductive yields.)
Bangkok doesn’t have to emulate Singapore’s model wholesale trade, but it can apply the same principle and use facts to direct investment where it will bring the greatest benefit.
Another focus is on financing. Building a more heat-resistant city requires more than what municipal budgets can provide. Cities need a stronger pipeline of investable resilience projects based on reliable data and clear policy signals to unlock both public and private capital.
The gap is not small: a Analysis of the Climate Policy Initiative 2025 found that Southeast Asia needs an estimated $20 billion per year in adaptation investments but only receives about $2.5 billion – an 88 percent deficit that is among the largest of any subregion in Asia.
Governor Chadchart, newly re-elected with a strong mandate, has the opportunity to make heat adaptation one of his top second-term priorities. Bangkok has shown that it can react quickly when temperatures rise dangerously high.
The bigger test is whether it is now consciously investing in a city built for the heat it already knows is coming.
