Apparently at the center of the trust’s problems is a dysfunctional culture that goes back nearly a decade. In 2015, a review of its maternity services by the Royal College of Obstetricians and Gynecologists found multiple problems, including consultants not making ward rounds, assessing women or taking calls after hours. The trust dismissed the report as “a bunch of rubbish”. A Maternity Improvement Scheme was devised, overseen by NHS England. However, by the end of 2019, less than a quarter of its action points had been completed.
