- Temporary work is characterized by a triangular relationship between the temporary worker, the hiring end-user, and the temporary employment agency (TWA).
- Most countries require temporary work agencies to be licensed or registered with a government body before they are allowed to provide temporary workers. The operation of an Employer of Record (EOR) is in many ways indistinguishable from that of a temporary employment agency.
- Therefore, in countries that require licensing of TWAs, this requirement may also apply to EOR providers, even though the EOR provider is not involved in finding or hiring the worker.
