DOVER, Delaware — Members of the Delaware legislature’s budget drafting committee began Tuesday to mark Gov. John Carney’s spending plan for the upcoming fiscal year by approving across-the-board pay hikes of up to 9 percent for state employees.
The Joint Finance Committee approved Carney’s plan to give state workers pay raises ranging from 3% to 9%, depending on their wage levels. Employees making less than $50,000 a year would see their pay rise between 7% and 9%, with the lowest pay grades receiving the largest percentage raises. Employees earning around $100,000 or more annually would see a 3% pay raise.
Public school employees would also receive a 3% raise, with teachers receiving an additional 6% salary increase for a total salary increase of 9%.

The average state employee salary of $52,033 a year would increase by 6%.
The pay hikes approved Tuesday follow pay hikes ranging from 2% to 9% that state employees have received this year. The new fiscal year begins on July 1st.
“As we did responsibly last year, we are targeting Delaware workers who are most in need of a raise,” committee co-chairman Rep. William Carson, a Democrat from Smyrna, said in a news release.
“By continuing to use a sliding scale for raises, we are ensuring that all employees receive a raise, but we are preventing those at the lower end of the pay scale from falling further behind,” Carson added, noting the increase in pay scales. costs of goods and services.
The committee also recommended Carney establish a $15 minimum wage for full-time state employees.
The panelists also added millions of dollars and several new positions to Carney’s recommended budget to reflect the passage of a marijuana legalization bill that the Democratic governor allowed to become law without his signature.

The committee added more than $2.2 million and 34 new positions to Carney’s recommended budget to begin implementing a state-licensed and regulated marijuana industry. The jury is expected to approve an additional $1.9 million in one-time costs for the marijuana program on Wednesday.
The funding approved Tuesday includes money to staff a new Office of the Marijuana Commissioner and add 14 new positions in the Division of Alcohol and Tobacco Enforcement to administer and enforce Delaware’s Marijuana Control Act. Carney announced last month that he would allow bills legalizing the recreational use of marijuana by adults in the state and authorizing the establishment of a state-licensed and regulated cannabis industry to become law without his signature. The move marked a reversal from last year, when he vetoed a legalization bill supported by fellow Democrats. This led to an unsuccessful attempt to override the veto by House Democrats.
