The new industry task force is set to consider how musicians and artists are paid through streaming, amid concerns about whether sites pay creators fairly.
The move was confirmed in a letter to the Commons Culture, Media and Sport Committee by Sir John Whittingdalewho said the new task force will “explore, develop and agree on industry action in relation to creator compensation for streaming.”
The minister, who is responsible for media, tourism and the creative industries, said the body will be “composed of representatives and experts from across the music sector, to explore and develop industry-led actions that support fair remuneration for existing and upcoming music creators. as part of a globally competitive and successful music industry.”
Dame Caroline Dinenage, who chairs the committee, welcomed the decision of the Government.
Royalty rates on new recording deals have been trending upwards for a long time, with average rates on new deals now around 25%, while alternative deal types give artists more choice than ever before to reach to the public and monetize their works, often at higher royalty rates than traditional recording deals.
The multi-party parliamentary committee has long taken an interest in streaming and the impact on artists, with a report earlier this year suggesting that the Intellectual Property Office establishes working groups on performers’ rights and remuneration to consider current evidence and monitor developments in other countries.
But Dame Caroline said the group shouldn’t be a “top of conversation”.
“The creation of a task force that we have called for is a welcome step to address the frustrations of musicians and songwriters whose pay falls well below a fair level given their central role in the success of the music streaming industry.” , said.
“The government must now ensure that the group is more than a forum for conversation and leads to concrete change so that the talented creators and performers we have in this country are properly rewarded for their creativity.”
In the letter, Sir John said there are also “many positives for the music streaming industry and the creators involved in it.”
