The police watchdog has announced that it will send investigators to assess whether it will carry out an independent investigation into an accident in Cardiff who killed two teenagers and sparked a riot.
Kyrees Sullivan, 16, and Harvey Evans, 15, died in the He and area on Monday while riding an electric bike.
chief superintendent of South Wales Police Martyn Stone told a press conference in Cardiff on Tuesday that a “mandatory referral” had been made to the Independent Office of Police Conduct (IOPC) after the disorder to “ensure the matter receives independent scrutiny”.
A watchdog spokesman said: “We were contacted by South Wales Police this afternoon for a reference about the circumstances leading up to the fatal collision in Ely yesterday (Monday).
“We will send investigators to a police post-incident procedure to begin gathering information and assess whether the IOPC will conduct an independent investigation.”
Stone said the force had received CCTV footage showing a police vehicle following a bicycle before the collision, but insisted there were no police vehicles on Snowden Road when the accident occurred.
His statement followed images that surfaced online after South Wales Police said the crash happened before officers attended the scene.
Alun Michael, police and crime commissioner for South Wales, told BBC Radio 4’s Today program on Tuesday that police had not pursued the couple.
He said: “It seems that there were rumors, and those rumors became abundant, of a police pursuit, which was not the case.”
Dozens of young people gathered nearly hundreds of wreaths on Snowden Road on Tuesday night.
The atmosphere in the area was calm.
But on Monday, tensions came to a head after officers arrived at the scene shortly after 6 p.m.
Some residents of the district claimed the two boys, who were named locally, were being chased by South Wales Police, an allegation previously denied by the force.
Police said the collision had already occurred when officers arrived, and they remained on the scene to handle the “large-scale disorder” until the early hours of Tuesday morning.
Mr Stone confirmed while speaking to the press that 15 police officers required medical attention after the disorder: 11 went to hospital and four were treated on the spot.
The chief superintendent said arrests had been made and more would follow.
“I would like to acknowledge the impact last night’s disorder had on local residents, who are understandably very scared,” he told the news conference.
“You have our guarantees that we will do everything possible to arrest all those responsible. Several arrests have already been made and more will follow.”
Around midnight, Belinda Sullivan, Kyrees’s mother, pleaded on Facebook for rioters to stop because her son’s body remained at the scene of the collision.
Friends of the two boys, who were from the Ely area, said they were riding a Sur-Ron electric bike without helmets when they died.
Tributes were paid to the two teenagers, with local resident Bridy Bool calling Harvey a “great” kid with “loads of friends” who loved motorbikes and football.
He added that he was best friends with Kyrees, who “liked the same things”.
Specially trained law enforcement officers, including officers from neighboring police forces, were deployed as several vehicles were set on fire, property was damaged and officers were injured.
Scenes broadcast live on YouTube showed youths throwing fireworks and other missiles at a line of police with riot shields blocking one end of the street.
Shortly before midnight, a car was set on fire and burned fiercely, while a second vehicle was overturned and also set on fire.
One person was attacked because rioters thought he was an undercover officer, according to a senior officer on the scene.
