Looks like a group of kids rented city bikes together. They could have stopped to take a break, hang out or whatever. When the time expired since it didn’t look in use, the lady thought well fair game, she rented it but not wanting to leave someone behind the boys didn’t want to give up the bike and claim it as we aren’t done using it. I’ve seen people lock scooters 🛴 behind gates to ensure they have their ride handy the next day. This is all I can assume, it seems more probable than thieves or Karen’s. 🤷🏿♂️
