The evidence suggests that if we were to come across a complicated and interesting enough entity that seems intelligent, but we don’t know how it works and can’t utter our usual derogatory line, “Everyone X does is and”, we would begin to use the language of “folk psychology” to govern our interactions with him, to understand why he does what he does and, most importantly, to try to predict his behavior. By historical analogy, when we didn’t know what moved the ocean and the sun, we gave them mental states. (“The raging sea believes that the cliffs are its mortal enemies.” Or “The sun wants to set quickly”). Once we knew how they worked, thanks to our growing knowledge of the physical sciences, we demoted them to purely physical objects. (A move with disastrous environmental consequences!) Similarly, once we lose our understanding of the internals of AI systems, or grow up with them, not knowing how they work, we too can ascribe minds to them. This is a matter of pragmatic decision, not discovery. Because that might be the best way to understand why and what they do.
