The problem? People not going to therapy and cancelling same day! The solution? Charge over $100 and they arent allowed to set a new appointment until the fee is paid!
What happened? Now they just don't go to therapy or pay the fee! Because no one wants to pay $100 for waking up sick and not being able to make it to an appointment!

I learned about this in my psychology class this year and my teacher told us to get into groups of two with the people next to us and discuss about what could be a better solution.
I sat next to my friend and turned to him expecting this to be one of the few times we're serious in class and actually discuss properly, and when I make eye contact with this donkey of a man the first words I hear are

Well this was an unexpected outcome.
Obviously, the fine wasn't high enough.
Literally how most laws in the USA work. You can break laws (the ones that only issue fines) as many times as you want if you have enough money.
Reminds me of how a man who owned a hiking trail started charging extra for people who parked their cars in bad ways (aka took up 2 or more parking spaces). And people had Zero problem with this change: they just paid more to park sloppily.
