Apparently, you can put a link in and explain where on the page the image is located (like in the example of designing a web page from an image) GPT will respond to this part…So not the same as an upload though.

You can’t upload an image of playgrounds, you can also set models restrictions and intentions. This has been available since February 2023.
1. if you enable the python interpreter you can give it any files (e.g. images) but it won't be able to interpret it. it can only do what it's able with python. like you can make it use some program to analyze or edit it
